The Great River Promise - Phillips was established in 2010 for students who graduate from Arkansas or Phillips County schools for at least four years. The award covers full tuition and fees at Phillips Community College on a last dollar basis. The program is funded by Southern Bancorps' Delta Bridge Project and Phillips Community College.
